The reaction of Women on Waves at the decision of the portuguese secretary
of
state for the sea affairs is that this is a violation of international
conventions:
Following the normal procedures, yesterday, Women on Waves has officially
requested authorization to enter the harbour of Figueira da Foz.
Within the European Union the request for authorization is only a formality.
Usually, the captain of the ship calls the harbour to ask for permission to
enter, when the ship arrives to national waters, and the answer is given
immediately. Although the Women on Waves' ship, Borndiep, is officialy
registered as a commercial vessel under the Dutch Shipping Inspectorate, has
been inspected by the Dutch authorities and given permission to sail to
Portugal, although it is complying with all the international regulations
and
has all the paperwork in order, the
portuguese authorities have refused its entrance and the innocent passage
through portuguese waters.
The captain of BORNDIEP received a fax saying:
On behalf of the Portuguese Maritime authorities, we inform the following:
refering to the request of authorization for the ship BORNDIEP to enter into
portuguese territorial waters with destination to the Port of Figueira da
Foz
we inform you that under the provisions of Section III Part II of the 1982
United Nations Law of the Sea Convention, namely the articles 19 and 25 and
the
portuguese law, that request was denied.
There was no explanation as to which Portuguese laws that decision was
justified. Women on Waves was later also notified by the President of the
Instituto Portu‡rio e dos Transportes Mar’timos of the decision taken by the
State Secretary for the Sea Affairs.
According to this decision the State Secretary determined that:
1. it shouldn't be authorized the passage of the ship BORNDIEP through the
portuguese waters;
2. because this decision is urgent, due to the approach of the mentioned
ship
to national waters, and the inexistence of other adequate means to protect
the
public interest protected by this decision, there is no place for a hearing
of
the parties, according to what is stated in article 103.¼, n.¼ 1, al. a) of
the
Administrative Procedural Code;
3. by all the necessary means of comunication, namely the Portuguese Marine,
the captain of BORNDIEP, its charterer, its owner, if different, and the
consul
of the Kingdom of the Netherlands in Lisbon, should be notified of this
decision.
The government justifies this decision by saying that there are strong
indications, by means of the media, national and internacional, that Women
on
Waves wants to enter portuguese territory to:
1. desembarque, distribute and publicitize farmaceutical products that are
not
authorized in Portugal;
2. to have public meetings to publicize, provoke, and incite the pratice of
illegal acts in Portugal;
3. to develop a typical activity in a health infrastructure without license
or
inspection by portuguese authorities, which will endanger the public health.
The decision also states that the above mentioned activities are in
violation
with the United Nations Convention on the Law of the Sea (1982) and the
sanitarian laws of Portugal (the government did not specificaly mentioned
which
laws).
The government furthermore claims that Women on Waves is underminding the
juridical sovereignty of the Portuguese State and that the decision is
respecting the freedom of navigation in internatonal waters and the UN
Convention on the Law of the Sea and the Dutch legislation.
Concerning the first accusation, Women on Waves has always said that it will
never disembark, distribute or publicize any pharmaceutical products. Women
on
Waves is authorized by the Dutch Government to carry all the medicines that
are
on board the BORNDIEP. The medicines that are on board the Borndiep have
been
sealed by a Dutch notary, to secure that it isn't in any moment opened when
in
portuguese waters.
Furthermore, the lock can only be opened in international waters in the
presence of a medical doctor. Concerning the second accusation, Women on
Waves
has never and will never incite to illegal acts in Portugal or in any other
country. Women on Waves is a non profit association, registered under Dutch
laws, licensed in the Netherlands. It has never been charged or convicted
for
any crimes or incitement to crimes.
Women on Waves consider this accusations offensive to their dignity, an
insult
to our good name and a defamation.
Concerning the third accusation, Women on Waves, as it has always pointed
out,
will not and never had the intention of performing any medical act in
Portugal.
Women on Waves has official permission from the Dutch Government for its
actitivities on board the ship in international waters. Its medical
personnel
is officially licensed by the Dutch authorities and provide very high
standard
of care. But again no medical act will or was ever intended to be made in
Portugal. Also the medical facility on board is inspected and authorized by
the
Dutch Health Inspection. The accusation that the activities performed by
Women
on Waves would be a danger to Portuguese public health is an offence to the
standards of the Dutch Health Care.
The decision of the Portuguese authorities violate the international and
european conventions. The Portuguese authorities are denying the right of
innocent passage and entry to portuguese internal waters.
According to article 19, this can only be done, for example, if the passage
of
the foreign ship poses any threat or use of force against the sovereignity,
territorial integraty or political independence of the coastal State; the
pratice of weapons; and propaganda affecting the defence or security of the
state. This is clearily not what Women on Waves is doing ( the organisation
would never get licensed to do that). Furthermore, article 25, n. 3, of the
United Nation Convention on the Law of the Sea, states that a State may only
suspend the access to its territorial sea if such suspension is essential
for
the protection of its security, but only after being duly publicized. Women
on
Waves is not posing any threat to the security of Portugal and the
portuguese
State has never publicize anything assuming that Women on Waves would.
According to european laws, article 27 of the Directive 2004/38/EC of the
European Parliament and of the Council of 29 April 2004, the member states
can
only restrict the freedom of movement of Union citizens on grounds of:
1. Public policy or public security, which shall comply with the principle
of
proportionality and shall be based exclusively on the personal conduct of
the
individual concerned. The personal conduct of the individual concerned must
represent a genuine, present and sufficiently serious threat affecting one
of
the fundamental interests of society. Justification on the basis of general
prevention shall not be accepted (art. 27, n. 2) (non of the Women of Waves
or
crew of the
ship has ever behaved in a any way that could justify this measure).
2. Public health. The only diseases justifying measures restricting freedom
of
movement shall be the diseases with epidemic potential (art. 29, n. 1).
Women on Waves has sailed before to Ireland and Poland and the ship has
never
been refused authorization to enter an harbour.
Women on Waves emphasises the need for the responsable Dutch and European
and
United Nations officials to call upon the Portuguese government and remind
it
of its obligation to respect and implement the international and european
conventions and laws.

1. Veranstaltung Antisemitismus aus marxistischer Sicht
Die Diskussion darüber, was Antisemitismus ist und was er nicht ist,
ist in den letzten Jahren wieder verstärkt aufgeflammt. Insbesondere
die Frage, ob Kritik an Israel antisemitisch ist, erhitzt die
Gemüter.
Bei unserer Veranstaltung wollen wir zu Beginn einen †berblick zur
Geschichte des Antisemitismus und der Juden/Jüdinnenverfolgung
geben, verschiedene Lösungsvorschläge von Juden/Jüdinnen (Zionismus,
Internationalismus, Assimilation, ...) analysieren, den besonderen
Beitrag von Juden/Jüdinnen für die und in der ArbeiterInnenbewegung
betrachten, die Geschichte des Israel/Palästina-Konflikts beleuchten
und abschließend versuchen, eine Definiton des Begriffs
Antisemitismus zu finden.

Aktivist, hat in seinem berühmten Buch "Farm der Tiere" die
Erfahrungen der Oktoberrevolution und die stalinistische Entartung
verarbeitet. Die beiden Schweine Napoleon und Schneeball auf der
Farm der Tiere repräsentieren Josef Stalin und Leo Trotzki. Im
Verlauf des Buches setzt sich Stalin durch. Das wohl berühmteste
Zitat aus diesem Buch ist der erste Satz der Verfassung die sich die
Tiere geben: "1: Alle Tiere sind gleich." Daraus wird im Laufe der
Handlung "1: Alle Tiere sind gleich, aber manche sind gleicher".

Sehr geehrte politische Vertreterin, sehr geehrter politischer Vertreter!
Abtreibung ist seit beinahe 30 Jahren legal und die unvorstellbaren Folgen
von illegalen Abbrüchen sind damit verschwunden. Trotzdem wird Abtreibung
medial - noch immer - kontroversiell diskutiert und es wird - immer noch -
über die betroffenen Frauen entschieden, verhandelt und dabei meist
polarisiert. Nur selten werden konstruktive Lösungen diskutiert, nur selten
kommen betroffene Frauen selbst zu Wort.
Vielfältige historische und politische Hintergründe haben zu den aktuellen
Bedingungen geführt. Eine international bislang einzigartige Filmschau mit
dem Titel "Ungewollt schwanger - der lange Weg zur legalen Abtreibung" zeigt
in insgesamt 15 Filmen von 09.-12. September 2004 in der Wiener Technischen
Universität unterschiedliche Facetten zum Thema. Sichtbar gemacht werden
soll, aus welchen Gründen und unter welchen Bedingungen sich Frauen für eine
Abtreibung entscheiden und entschieden haben. In den Filmen kommen vor allem
die betroffenen Frauen zu Wort, die in öffentlichen Debatten ansonsten
übergangen und deren persönliche Sichtweisen ignoriert werden.
Nebenbei erfüllt das - gemeinsam von Filmkuratorin Christa Auderlitzky und
dem Facharzt für Frauenheilkunde und Geburtshilfe Dr. Christian Fiala
(Gynmed Ambulatorium, Wien) sorgfältig ausgewählte - breite Spektrum aus
fast 80 Jahren Filmgeschichte hohe cineastische Ansprüche.
Zu sehen sind u.a. der Chabrol-Klassiker "Une affaire de femmes" (FR, 1988)
mit Isabelle Huppert, historische Filmkunstwerke wie Sergej Eisensteins
"Frauennot - Frauenglück" (CH, 1929) oder der während der Weimarer Republik
entstandene Film "Cyankali" (D, 1930). Drei Kurzfilme und eine
arte-Reportage geben Einblick in die US-amerikanische
Anti-Abtreibungspolitik. Mit kritischen Perspektiven berühren Spielfilme wie
Chers Regiearbeit "If these walls could talk" (U.S.A., 1997) oder die
Oscar-prämierte Verfilmung von John Irvings gleichnamigem Roman "Gottes Werk
und Teufels Beitrag" (U.S.A., 1999) mit Toby Maguire ("Spiderman") und
Charlize Theron ("Monster"). Erfahrungsberichte von Frauen, die einen
illegalen Schwangerschaftsabbruch vornehmen lassen mussten, geben in
"Backroom Troubles" (NZ, 1997) persönliche Einblicke in die leidvollen
Konsequenzen einer restriktiven Abtreibungspolitik.
Gezeigt wird die Filmreihe im Rahmen des FIAPAC-Gesundheitskongresses
"Gemeinsam die Gesundheit von Frauen verbessern".

Liebe Frauen!
Heute beginnt unsere zweite Veranstaltungswoche zum Jahresschwerpunkt-Thema
Körper und Erinnerung
Engel machen - Zur Geschichte der Frauenbewegung als Geschichte der
Frauenbewegung
Beginnend mit der Eröffnung der Ausstellung von Marianne Schoiswohl, die für
den neuen Eingangsraum der Frauenhetz und in Hinblick auf das Thema Körper
und Erinnerung gearbeitet hat, wollen wir uns fragen, welche verschiedenen
Rollen der Körper in den Debatten verschiedenster feministischer Politika
gespielt hat. Erzählformen sollen be- und hinterfragt werden. Historische,
soziologische, politologische und psychologische Untersuchungen zu
verschiedenen Aspekten der Frauenbewegung werden zur Diskussion gestellt.
Frauenbewegungs-Selbst-Reflexion soll interpersonell, persönlich und
kollektiv im ErzählcafŽ statthaben. Zeit zum ausführlich Diskutieren und
einfach Plaudern ist um alle Veranstaltungen herum und insbesondere bei
einem Abschluß-Brunch vorgesehen.

Neues vom ErzählcafŽ (3):
Das ErzählcafŽ ist eine uns lieb gewordene Form des erinnernden Austauschs,
wo die Grenzen zwischen Geladenen und Gästinnen offen gedacht sind. Es soll
einen Rahmen bieten für das eigene Erinnern, Erzähltes, Gemainsames und
Geteiltes, für viele Geschichten aus und von der Frauenbewegung.
Zu allgemeinen Orientierung haben wir die Teilnehmerinnen gebeten
Interessenschwerpunkte anzugeben und sie folgenden Stichworten zugeordnet:

Austria: Racism and Marginalization (Summary) report
For many Africans who come as a refugees or to study or to settle in
Austria, it is often a shock to realize that far from being issues of the
past, racism and sexism are still very much current realities. They soon
realize the vast difference between espoused values of equality and the
lived realities of inequality in spite of the monumental achievements of the
Human rights Organisation and the Africa- Austria women's movement. For many
Africans who are trying to make a living, the cost of racism is very high.
It entails putting up with much subtle and covert racism; and not talking
about it because their positions are not secure. The shock of racism and its
attendant marginalization in Austria are unparalleled, because they are not
expecting it. Since 1993 "Many African immigrants have experienced social
and political turbulence in their countries as a result move for re-settle
in Austria and other part of the World .while In Austria ,Most have
experienced social and class discrimination, but many had experienced overt
racial discrimination" Consequently, they are taken unawares and do not have
the skills to deal with it constructively and the perpetrators get away with
the offense at the expense of the victims.
The intention of this report is to highlight some of the marginalizing
experiences of Africans in relation to others The rationale for this report
is that "change is possible and people can help bring about that change
.Therefore, it aims to evoke a change in attitude and motivation to work
toward overcoming marginalization and developing more inclusive attitudes
toward other people considered different from a particular racial or sexual
point of reference. While this work is intended to benefit all people of
goodwill, it is particularly hoped that it would serve African women who
interact closely with White people in a variety of settings in Europe,
Africa . To this effect, the first part of the report articulates the nature
and effects of marginalization resulting from racism and briefly highlights
the psychological roots of racism and sexism as well as their similarities.
The second part suggests some responses to marginalization with a focus on
African women
The term marginalization derives from the word margin, which in turn is to
be on the edge, at the limit and on the fringes and so on Margin is related,
conversely, to space and freedom, in terms of scope, franchise and
self-determination; in the sense of being unlimited, unconditional and so on
.Therefore, to be marginalized is to be limited in scope, space, freedom of
operation and the right to self-determination. In the lived experience,
marginalization often involves exclusion, discrimination as well as
rejection, omission and isolation.
Sexism, as used in this report , is "discrimination or oppression based on
gender". On the other hand, racism refers to "any action or attitude,
conscious or unconscious, that subordinates an individual or group based on
skin colour or race. This subordination can be enacted individually or
institutionally" Subordination, in turn, consists in "being placed in or
occupying a lower class, rank or position". In this report , the paradigm,
marginalization serves to express the experience of subordination in the
lives of women and Africans. Thus, as entailed in the trans-Atlantic slave
trade, colonialism and the apartheid policy in Africa, racism has been a
subordinating experience for Africans in relation to Europe and other apart.
Since these historical realities have officially ended, there is a tendency
to underestimate their long lasting effects.
Slavery and the apartheid policy which have led to the internalization of
racism in all peoples, whether as members of a dominant race or as members
of a subordinated race. As such, racism is a worldwide phenomenon, embedded
in the human psyche and in the total personality. That is to say, no one is
free from the effects of racism, irrespective of their place of origin.,
therefore,racism is a sickness, which has infected all. Since racism is so
deeply entrenched, it is literally so close to the skin that it is hard to
see. Thus, contrary to impressions that racism is now a thing of the past in
many Countries, for instance, racism has continued to manifest. The only
difference is that it has become more subtle than ever in the many and
varied experiences of many people with darker skin in their daily contacts
with White people.
Moreover, one often gets the impression that one is not free to discuss it
or to use the word racism. The myth about racism is that the word applies
only to extremist hate groups and "an insignificant section of the
population" This view is, comfortably, held by people who deny racism, or
who through their privileged social positions are shielded from suffering
the stringent effects of past and current racism. Perhaps, they have never
tried to find an apartment in a racist society. Yet, the experience of many
people with a darker skin who continue to suffer the marginalizing effects
of racism is that racism is alive, active and pervasive. Especially, In
Austria where the law does not forbids open discrimination or where there is
no (pack)law against discrimination, racism goes not underground and becomes
more subtle. Since people are not afraid to be accused and prosecuted,
racist attitudes and behaviors become more covert and intangible, though no
less damaging.
Too often,in Austria courts and police procession , the experiences of
people with darker skin(Africans) are denied, discounted and trivialized,
leading to a sense of frustration and powerlessness. Consequently, :The
notion by some whites that . whites, because of their skin colour and
'culture', are superior to other peoples, and on that basis, should also be
able to exercise power and control over them, is a colonial inheritance. It
has been passed implicitly from generation to generation. Feelings of
superiority are included so naturally in the socialization of some whites,
in their upbringing, their education, the media, politics - in short, in the
entire organization and functioning of society- that many whites do not
recognize the racism in their attitudes and behaviour toward blacks Everyday
racism refers not only to the prejudice and discriminatory treatment
actually experienced [in ordinary encounters with some Whites on a daily
basis], but also to the stress caused by the threat of racism. the fear of
being hurt suddenly and unexpectedly" .
From our Organisation observation, The marginalizing experiences range from
exclusion from activities involving use of voice, prejudicially termed
"accent", to difficulty finding apartments,. Some of the experiences include
being belittled, being restricted to service type jobs rather than
intellectually and socially stimulating ones; and in relation to education,
low expectations from and discouragement from pursuing higher educational
credentials. Those who are assertive risk being punished with low grades.
[B]eing both women and black, they meet with different forms of sexism than
do white women, or the same kinds but to a greater extent. Since they are
not only black but, also women, they encounter different forms of racism
than do black men. And in their relationships with white men, the racism
they are confronted with can be closely tied with sexism .
Thus, just as our point of contact with the reality of marginalization is
through experiences of racism, so also, my entry point into discussions of
racism is through everyday racism. "Everyday racism is . racism from the
point of view of those who experience it" It "refers not only to the
prejudice and discriminatory treatment actually experienced (in ordinary
encounters with Whites on a daily basis), but also to the stress caused by
the threat of racism. the fear of being hurt suddenly and unexpectedly"
consciously or unconsciously, to make life so uncomfortable, so frustrated
as to want to leave and go away from the Country.

Anlass für das breiteste Demonstrationsbündnis in Deutschland seit der Wende
ist die neoliberale "Reformpolitik" ˆ la Hartz IV und Agenda 2010. In über
140 Städten wird gegen den Umbau des Sozialstaats in ein staatliches
Almosenwesen protestiert.
Der "Exportweltmeister Deutschland" entlarvt die Argumentation, Sozialabbau
(und Arbeitszeitverlängerung) sei für die internationale
Wettbewerbsfähigkeit nötig, als reine Kampfrhetorik. Drückt man die
Demo-Forderung "Genug für alle" in Zahlen aus, ist die deutsche Wirtschaft
seit der Wiedervereinigung real um über 250 Milliarden Euro gewachsen (vgl.
…sterreichs BIP liegt bei 225 Mrd. Euro). Der beständig steigende Reichtum
bringt jedoch für den Staat kaum Steuereinnahmen. "Mit der Abschaffung der
Vermögenssteuer, der Reduzierung der Gewinnbesteuerung und der Absenkung des
Spitzensteuersatzes hat die Regierung genau jene 'fiskalische Erschöpfung'
produziert, die der Wirtschaftsweise Bernd Rürup als Naturgesetz darstellt",
so Küblböck.
Keine Insel der Seligen...
ist …sterreich. Wird die vereinbarte Senkung der Staatsquote (Summe aller
Steuern und Abgaben gemessen am BIP) von derzeit 43,3 auf 40 Prozent bis
2010 umgesetzt, müssen zusätzlich 7,5 Mrd. Euro an Staatsausgaben eingespart
werden. Das geht nur durch weitere massive Einschnitte im Gesundheits-,
Pensions- und Bildungssystem und durch die Streichung oder Privatisierung
essentieller Gemeindedienstleistungen. Dabei ist …sterreich so reich wie
noch nie - ohne aber diesen Reichtum angemessen zu besteuern. "Trügen
Vermögen und Gewinne so viel zum Abgabenaufkommen bei wie im EU-Schnitt,
hätten wir zusätzliche Staatseinnahmen von sieben Mrd. Euro und damit einen
soliden Budgetüberschuss. Die im aktuellen Finanzausgleich von den Gemeinden
geforderten 0,5 Mrd. Euro nehmen sich dagegen wie ein Taschengeld aus", so
Küblböck.
Politischer Wille hilft gegen Sozialabbau
…konomisch besteht für Attac kein Grund für Sozialabbau. Es ist eine Frage
des politischen Willens, ob in einer reicher werdenden Volkswirtschaft
öffentliche Leistungen gestrichen oder ausgebaut werden. Attac fordert die
Anhebung der Vermögens- und Gewinnbesteuerung auf EU-Niveau, um einen
Budgetüberschuss zu erzielen sowie eine radikale Arbeitszeitverkürzung als
Beitrag zu sinkender Arbeitslosigkeit.

Die Polizei nahm in Hessen einen 65-Jährigen fest. Er soll Bauteile für eine
Urananreicherungsanlage vermittelt haben. Auch gegen einen in der Schweiz
lebenden Deutschen wird ermittelt
Karlsruhe - Deutsche Geschäftsleute sollen nach Erkenntnissen der
Bundesanwaltschaft Libyen bei der Entwicklung von Atomwaffen geholfen haben.
Gegen einen 65-Jährigen erließ der Bundesgerichtshof Haftbefehl. Der in
Hessen festgenommene Gerhard W. wurde aber gegen Zahlung einer Kaution
wieder freigelassen. Der sonst in Südafrika lebende Mann soll im Jahr 2001
Libyen gegen eine Provision von einer Million Euro bei der Beschaffung von
Gasultrazentrifugen (GUZ) für die Hochanreicherung von Uran geholfen haben.
Mit der GUZ-Technologie zur Anreicherung von Uran kann Material sowohl zur
friedlichen Nutzung in Atomkraftwerken als auch zum Bau von Atombomben
gewonnen werden. Die Entwicklung wurde maßgeblich in Großbritannien, den
Niederlanden und in Deutschland vorangetrieben und ist laut
Bundesanwaltschaft als Staatsgeheimnis einzuordnen.
Ermittler von Bundeskriminalamt und Zollkriminalamt durchsuchten zwei
Wohnungen in Hessen, um Geschäfts- und Kontounterlagen sicherzustellen . Die
Ermittlungen richten auch gegen den in der Schweiz lebenden 61-jährigen
Deutschen Gotthard L., dessen Wohnung von den dortigen Behörden bereits
durchsucht wurden. Beide würden der Beihilfe zum Landesverrat und der
Förderung der versuchten Entwicklung von Atomwaffen beschuldigt, teilte die
Bundesanwaltschaft mit.
Libyen betrieb seit Anfang 1980 ein Programm zum Bau von Gasultrazentrifugen
für die Uran-Aneicherung. Ziel war der Bau von Atomwaffen. Im Dezember 2003
kündigte der libysche Revolutionsführer Muammar el Gaddafi an, alle
Massenvernichtungswaffen zu zerstören und die Programme zur Entwicklung
dieser Waffen zu beenden. Im März 2004 unterzeichnete das nordafrikanische
Land ein Zusatzprotokoll zum Atomwaffensperrvertrag und genehmigte eine
Inspektion seiner Anlagen durch die Internationale Atomenergiebehörde in

Abolish the Electoral College

When Republican delegates nominate their presidential candidate this
week, they will be doing it in a city where residents who support
George Bush have, for all practical purposes, already been
disenfranchised. Barring a tsunami of a sweep, heavily Democratic New
York will send its electoral votes to John Kerry and both parties have
already written New York off as a surefire blue state. The Electoral
College makes Republicans in New York, and Democrats in Utah,
superfluous. It also makes members of the majority party in those
states feel less than crucial. It's hard to tell New York City
children that every vote is equally important - it's winner take all
here, and whether Senator Kerry beats the president by one New York
vote or one million, he will still walk away with all 31 of the
state's electoral votes.
The Electoral College got a brief spate of attention in 2000, when
George Bush became president even though he lost the popular vote to
Al Gore by more than 500,000 votes. Many people realized then for the
first time that we have a system in which the president is chosen not
by the voters themselves, but by 538 electors. It's a ridiculous
setup, which thwarts the will of the majority, distorts presidential
campaigning and has the potential to produce a true constitutional
crisis. There should be a bipartisan movement for direct election of
the president.
The main problem with the Electoral College is that it builds into
every election the possibility, which has been a reality three times
since the Civil War, that the president will be a candidate who lost
the popular vote. This shocks people in other nations who have been
taught to look upon the United States as the world's oldest democracy.
The Electoral College also heavily favors small states. The fact that
every one gets three automatic electors - one for each senator and a
House member - means states that by population might be entitled to
only one or two electoral votes wind up with three, four or five.
The majority does not rule and every vote is not equal - those are
reasons enough for scrapping the system. But there are other
consequences as well. This election has been making clear how the
Electoral College distorts presidential campaigns. A few swing states
take on oversized importance, leading the candidates to focus their
attention, money and promises on a small slice of the electorate. We
are hearing far more this year about the issue of storing hazardous
waste at Yucca Mountain, an important one for Nevada's 2.2 million
residents, than about securing ports against terrorism, a vital
concern for 19.2 million New Yorkers. The political concerns of
Cuban-Americans, who are concentrated in the swing state of Florida,
are of enormous interest to the candidates. The interests of people
from Puerto Rico scarcely come up at all, since they are mainly
settled in areas already conceded as Kerry territory. The emphasis on
swing states removes the incentive for a large part of the population
to follow the campaign, or even to vote.
Those are the problems we have already experienced. The arcane rules
governing the Electoral College have the potential to create havoc if
things go wrong. Electors are not required to vote for the candidates
they are pledged to, and if the vote is close in the Electoral
College, a losing candidate might well be able to persuade a small
number of electors to switch sides. Because there are an even number
of electors - one for every senator and House member of the states,
and three for the District of Columbia - the Electoral College vote
can end in a tie. There are several plausible situations in which a
269-269 tie could occur this year. In the case of a tie, the election
goes to the House of Representatives, where each state delegation gets
one vote - one for Wyoming's 500,000 residents and one for
California's 35.5 million.
The Electoral College's supporters argue that it plays an important
role in balancing relations among the states, and protecting the
interests of small states. A few years ago, this page was moved by
these concerns to support the Electoral College. But we were wrong.
The small states are already significantly overrepresented in the
Senate, which more than looks out for their interests. And there is no
interest higher than making every vote count.

CARACAS, Venezuela, Aug 27 (Reuters) - Venezuelan President
Hugo Chavez, fresh from winning a crucial referendum on his
rule, denounced the head of the Organization of American States
as a liar on Friday for saying electoral officials had shown
bias in organizing the vote.
The president angrily criticized OAS Secretary-General
Cesar Gaviria during an official ceremony which confirmed his
mandate to rule until January 2007 following his victory in the
Aug. 15 recall poll.
The OAS endorsed the referendum result this week after
Gaviria reported international observers led by him found no
evidence of fraud, despite furious allegations by Venezuela's
opposition that the electronic vote was rigged.
But Gaviria, a former president of Colombia who ends his
term as OAS chief next month, said the pro-Chavez majority on
the National Electoral Council had taken decisions along "party
lines" in organizing the poll.
"I say to Dr. Gaviria, don't be a liar. ... It wasn't like
that," Chavez said in a fiery speech at the electoral council's
headquarters in Caracas. Several thousand cheering supporters
gathered outside.
His outburst injected a sour note into what should have
been a triumphant victory celebration for the left-wing
populist at the head of the world's fifth largest oil
exporter.
Opponents of Chavez, a former paratrooper who was first
elected in 1998, accuse his supporters in the government and
the electoral authority of manipulating touch-screen voting
machines to ensure the president's victory by a large margin.
Hailed by admirers as a nationalist champion of the poor,
Chavez is portrayed by his critics as a bullying demagogue who
will stop at nothing to stay in power.
The National Electoral Council says Chavez obtained just
over 59 percent of the referendum vote.
"REVOLUTION JUST STARTING"
The country has remained generally calm after the poll. But
the opposition's fraud charges have kept tensions simmering
after several years of conflict over Chavez's rule which the
referendum was intended to resolve.
The president promised his supporters Friday he would
accelerate reforms he says are aimed at distributing
Venezuela's oil wealth and other resources more fairly among
its 25 million population, most of whom live in poverty.
"The revolution is only just starting," he said. He pledged
tougher enforcement of an agrarian reform law that foresees
dismantling large, private rural estates known as "latifundios"
if they are judged unproductive.
His opponents say these "revolutionary" reforms are leading
Venezuela towards Cuba-style communism and economic ruin.
Chavez, who had accused Gaviria in the past of siding with
his enemies and the United States, called the OAS chief
"unworthy" Friday. "Thank God, he's leaving," he added.
The United States, Venezuela's biggest oil client, has
recognized Chavez's referendum win. But U.S. officials say the
opposition's fraud allegations should be investigated.
"We don't care if a bunch of desperate people are still
running around shouting about fraud," Chavez said.
Some leaders of the broad but divided opposition coalition
have threatened to boycott future elections, including Sept. 26
regional polls to elect state governors and municipal mayors.
But, in a sign of the divisions plaguing the anti-Chavez
movement, several opposition political parties have said they
will compete in the regional elections. The opposition holds
seven of Venezuela's 23 state governorships and more than 200
of its 337 mayor's posts.

"It happened very quickly," reports Bill Pelke, who along with Sr. Helen
Prejean, Dave Atwood, and several others, and of course, several members of
the victim's family, watched the Texas Extermination Machine in all of its
efficiency as it killed James Allridge earlier this evening in revenge for
his murder of Brian Clenbenne. Bill says that James spent more than half
of his final statement addressing the victim's family members, thanking
those who have forgiven him and again apologizing and seeking forgiveness,
and wishing peace, to all, but in particular to those who are still
angry. Bill called me shortly after leaving the death house at the Walls
Unit in Huntsville, Texas. I also had a chance to speak with Helen and
with Jim Marcus, one of James Allridge's attorneys who have been working so
hard to try to force the Texas clemency process to actually function. It
can't get any easier for someone like Jim Marcus, who as head of the Texas
Defender Service has seen numerous clients exterminated, or Helen Prejean,
who has been the spiritual advisor for more than a few, but tonight was a
first for Bill Pelke and I believe for Dave Atwood, and the others whose
names I did not catch. And again I note the many people who have come to
know and respect, and even to love, James Allridge. Please keep all of
them in your thoughts and prayers....
I should note that also this evening, an hour earlier, Windel Workman was
killed by the people of Oklahoma in revenge for the murder of Amanda Holman.

TONIGHT'S FOCUS: The world was shocked by the pictures from Abu
Ghraib prison. The damage to America's international reputation is
deep. But is that kind of abuse of prisoners limited to Iraq and the
crucible of war? Hardly. Tonight, in the wake of this week's reports
on abuse at Abu Ghraib, we'll look at prison abuse here at home.

Two separate investigative reports out this week on abuse at Abu
Ghraib prison in Iraq concluded that the abuse was not caused by a
group of renegade military police guards, as the military and the
Bush Administration had earlier argued. Instead, the reports blamed
a broader systemic problem.
Prison abuses, of course, are hardly limited to Iraq's Abu Ghraib
prison. Even in this country, where civil rights and legal
protections exist to guard against prisoner abuse, it is not
uncommon to hear reports of inmates being abused and mistreated at
the hands of guards.
Tonight, Jake Tapper looks at one example - the allegations of
prisoner abuse in Brazoria County, Texas in 1996. We'll hear from
former prisoners and guards in that system as they discuss the
circumstances and situations that led to the scandal there.
What is it that leads to these kinds of abuses? Is it poor training
or guards? Or is it the atmosphere of fear and control that seems to
be an inextricable part of prison life, whether here in the U.S. or
in a war zone?
And, finally, we'll conclude with a report from ABC's Jim Sciutto on
prisoner treatment in the Middle East. The devastating photos from
Abu Ghraib prison have been most damaging to the U.S. reputation in
that region. But Abu Ghraib under U.S. military control is hardly
the only prison in that part of the world where prisoners have been
maltreated. Jim will look specifically at prison abuse in Egypt, and
how the Arab world responded to the news from Abu Ghraib prison.
None of this is intended to justify the disturbing allegations of
abuse at Abu Ghraib, of course. It only adds to the context of the
story.

grassroots, citizen-based, non-profit , membership organization
affiliated with the National Coalition to Abolish the Death Penalty.
The primary purpose of the TCADP is to abolish the death penalty in
the state. TCADP seeks a half-time Program Coordinator to play a
critical role in the organization's work.
Position Summary: The Program Coordinator will report to the TCADP
Board and be responsible for carrying out the administrative duties
of the TCADP. The Coordinator will be responsible for managing a
TCADP office to be opened in Austin and to recruit and train
volunteers to work at the office. In addition, the Coordinator will
work with the board to achieve TCADP's goals with regard to
membership recruitment, developing and implementing educational
programs and material for the public and policy makers, working with
the news media, and fundraising.
Position Qualifications: Qualified candidates will have a commitment
to the mission of the TCADP and possess strong administrative,
organizational, communication, computer, and interpersonal skills. A
bachelor's degree from an accredited university is required.
Bilingual ability would be a plus.

THAT BIG TO-DO IN MONTREAL - THE WORLD COALITION AGAINST THE DEATH PENALTY
CONFERENCE
Maybe you've heard about this big conference planned for early October in
Montreal, but chances are you have not. While we've had it listed in the
CUADP CALENDAR OF UPCOMING DP RELATED EVENTS
since it was announced, I've been
reluctant to spread the word because it's been *really* hard to get a
direct answer from anyone involved with the conference. Until now. Today,
for the third time, ask asked the following question and got a really good,
direct, answer. SO, I hope this information is helpful:
I asked:
[...] As to whether I or anyone else from FADP (or other Florida-based
groups) will be there, we are still trying to determine a) if we can
afford to make the trip, and b) if there is anything there that will make
it worthwhile to be there. The last time I looked the agenda was still
looking rather "top-down." What would you say is the benefit of attending
for a person who is organizing on this issue in the United States? What
will be there that cannot be gotten, for example, at the National
Coalition conference two weeks later? [...]

It is certainly a very different event from the NCADP conference (though I
do wish they were not happening so close together). The World Congress is
just that - it is a gathering of people from all over the world - North
and South America, Europe, Asia, Africa - to share their different
experiences in fighting the death penalty, to see how they can learn from
the strategies and actions of other nations, and how the world movement
can support efforts in different regions. To some extent it is a top-down
event - simply because the logistics and expenses involved in travel from
great distances make it difficult to bring more than a few people from
each country and they are likely to be those who are leaders in the
movement, rather than grassroots activists. The hope is that they will
take what they learn in Montreal back to the others they work with at home.
For US organizations, there will be all those opportunities to share
experiences and strategies and to learn from others both in the formal
panels and workshops and informally in meeting so many different people
from different regions of the world. In addition to the plenary session
devoted to the work of US groups, there will be representatives from the
US on many of the other panels. One question we regularly hear from our
international partners is "how can the rest of the world most effectively
support the work of US abolitionists?" We hope that there will be
opportunities to discuss that question during the Congress too.
The Congress will also bring ex-prisoners, prisoner families and families
of murder victims - the people most intimately involved in the cycle of
violence from murder to execution - to share their experiences, ideas and
needs. And we also hope to involve a lot of students and young people to

Hi, Abe.
I am interested in exchanging information with members of CUADP who have
run, or are running, for County Attorney/ District Attorney where a top
issue was/ is using prosecutorial discretion to set a policy of not
asking for the DP: a de facto moratorium on requests. Or members who
have worked on such a campaign.
I am running as an outsider, and most of my background is as a very
successful political activist, even though I am a member of the state Bar
and practiced family law a number of years ago. (I have led the largest
successful recall in the state's history, have piloted two ballot
measures with 73% and 64% voter approval, and served a term as a founding
Commissioner on the powerful Clean Elections Commission. I was
co-president of CAADP when we got the conservative state legislature to
stop executing developmentally disabled death row inmates, following a
strategy designed to impact Sandra Day OConnor's vote in abolishing such
executions nationwide. I have also served on the national boards of NOW
and Church Women United.)
I filed last February as a Green Party candidate, against a Democratic
incumbent, and with the only other challenger a Libertarian. The
incumbent has served two 4-year terms and acknowledges that "some studies
show" that her office asks for the death penalty more than any other
county our size (population) in the US. I have concentrated my abolition
arguments on the displacement of stressed budget resources pursuing a
system that can't be fixed.
We're busy running a serious campaign (I treat it like a full-time job
and I have a professional campaign manager), so I've no time to chat
about politics in general, but if you have worked on, or been a candidate
for, a campaign for this office, I'd like to hear what you learned in
the process that might help us.

IRAQ IS THE HOMELAND OF ALL...
LET US BUILD IT TOGETHER
After the collapse of the dictatorship, Iraqis of various political, ethnic,
religious and communal affiliations were looking forward to building a new
life on the basis of respect for different opinion, multiparty system,
discarding violence irrespective of type and source, practicing civilized
debate, and the rule of justice and law.
The process since then has witnessed numerous difficulties, hurdles and
interference. Some of these relate to the way the change came about and the
resulting occupation of our country. This has confronted our people and the
patriotic forces and parties with interlocking tasks, where the patriotic
aspects have merged with the efforts to achieve democracy. Rebuilding
various institutions and organs of the Iraqi state on new basis has emerged
as an absolute necessity for achieving a number of tasks along the path of
ending occupation, regaining sovereignty and tackling urgent issues, namely
security, stability, unemployment, economic revival, provision of public
services, reconstruction.. etc, thus moving forward in building a peaceful
prosperous democratic Iraq.
Along this path, there have been basic achievements contributing to the
vitality and determination to proceed with the political process. Thus there
have been the Law for Iraqi State Administration in the Transitional Period,
its appendix, the formation a broadly-based interim government, the transfer
of power on June 28, and finally the success of the National Conference as
well as the emergence of the Interim National Assembly through the broadest
exercise of democracy and most comprehensive representation of the sections
of Iraqi society.
During the National Conference and afterwards tensions and clashes continued
in Najaf and other Iraqi cities. In a profound feeling of concern, the
Conference adopted a responsible initiative to tackle the crisis, provide
relevant solutions and contact all sides, appealing on them to exercise
patience and prudence as well as adopting well-balanced solutions that give
priority to supreme national interests. The initiative defined the route for
moves and efforts to restore peace and avert further dangers to innocent
people, stressing the need for the rule of law and order as well as
resorting to dialogue to solve problems. The initiative included sending a
delegation and a call to abolish militias, surrender weapons, end occupation
of the holly shrine in Najaf and join the political process. At the same
time, the Conference strongly urged the government, political parties and
popular organizations to take initiatives and exert all efforts to avert the
military option as a solution for problems.
As tensions, clashes and a senseless whirlwind of bloodshed, destruction and
devastation have continued, we believe that the Conference's initiative
should be re-launched. All sides concerned should openly accept it and exert
all efforts to implement it in order to stop bloodshed and to save citizens'
lives and the holly shrines. This will create the atmosphere for the interim
government to carry out their promise to the Iraqi people to establish
security and stability, improve living standards, provide public services,
provide the prerequisites for achieving full independence and national
sovereignty, as well as preparing for the upcoming general elections. Thus,
it is imperative to openly and clearly declare acceptance, without stalling
or delay, of the unanimous decision of the National Conference.
Let us end the crisis by a historical declaration of a decision to disband
militias, surrender their weapons, resort to peace and join the political
process. In this, there will be no losers but winners, for the greatest
winner will be our homeland, our people as well as their hopes and
aspirations to build a secure and peaceful Iraq of love, fraternity and
understanding; a fully independent and sovereign Iraq.
It is the homeland for all of us. So let us build it together as a
democratic, federal and unified Iraq

Zwischenbilanz und Perspektiven von Besatzung und Widerstand
Nein, so hatte sich die USA gemeinsam mit ihrer "Koalition der Willigen"
das nicht vorgestellt. Trotz der Rekordgeschwindigkeit in der der Angriff
auf den Irak im Frühjahr 2003 gewonnen wurde, will sich die Bevölkerung des
Irak nicht so recht in das Schicksal ihrer neuen "Freiheit" fügen. Streiks,
Selbstmordattentate, Enthauptungen auf Video, Massendemonstrationen und
konsequenter bewaffneter Widerstand treiben den Preis für die Besatzung in
die Höhe. Auch wenn die US-Besatzung mittlerweile zweifellos einige Erfolge
im Aufbau eines Kollaborationsregimes verbuchen kann, ist ein Ende des
Widerstandes und eine Stabilisierung der US-Herrschaft im Irak nicht
absehbar in Falludja ebenso wenig wie in Nadjaf oder Bagdad.
Liegt es etwa daran, dass die Irakis Saddam Hussein und sein korruptes
Regime zurück wollen? Daran, dass die Mehrheit der irakischen Bevölkerung
einen islamischen Gottesstaat befürworten würde? Die Sachlage, abseits der
dominanten Medienberichterstattung, erscheint bei näherer Betrachtung
deutlich einfacher: Die Erinnerungen an die koloniale Vergangenheit sind in
der irakischen Gesellschaft tief verankert. Die irakische Bevölkerung wehrt
sich gegen die Invasion ihres Landes, gegen die Umstände, in die sie die
US-amerikanische Besetzung zwingt. 60% der Irakis sind arbeitslos, die
Folge der Auslösung des gesamten Militärapparats aber auch der Entlassung
von LehrerInnen und BeamtInnen. Durch die Auflösung der Polizei und vor dem
Hintergrund der ansteigenden Armut hat sich die Sicherheitssituation
drastisch verschlechtert, ganz zu schweigen von den willkürlichen
Verhaftungen von Irakis durch US-Truppen und der Internierung in Lagern.
Die Bilder der Folterungen waren und bleiben hier nur die Spitze eines
Eisberges aus brutaler Gewaltherrschaft durch die militärische Supermacht
Nr.1.
Die US-Streitkräfte setzen bei der Bekämpfung dieses Volksaufstandes ihre
militärische †berlegenheit ein. Falludja, wo als Vergeltungsmassnahme für
die Ermordung von vier Söldnern 600 Iraker in einem Kessel ihr Leben lassen
müssten, ist dafür nur ein Beispiel. Ein Beispiel aber, an dem sich die
Taktik des brutalen Vorgehens der USA deutlich manifestiert: belagern,
aushungern, bombardieren. Dennoch hat sich auch nach US-Schätzungen im
letzten halben Jahr die Zahl der bewaffneten Untergrundkämpfer vervielfacht.
Zersplitterte Fronten
Wer sind die Gruppen, die sich gegen die US-Besatzung mit Waffengewalt zur
Wehr setzen? Sozial stützen sie sich überwiegend auf junge Männer aus den
unteren Schichten ohne berufliche Perspektive. Der Name, der zuletzt am
häufigsten gefallen ist, ist der von Moktada al Sadr. Sadr gehört den
unter Hussein unterprivilegierten SchiitInnen im Irak und genießt aufgrund
seiner Familiengeschichte großen Respekt unter der schiitischen
Bevölkerung. Al Sadr ist ein Geistlicher, der ganz im Sinne Khomeinis eine
Herrschaft der islamischen Rechtsgelehrten errichten möchte. Aber Al Sadr
hat ein Problem: Er ist zu jung, um in der klerikalen Hierarchie des
schiitischen Islam aufsteigen zu können, und versucht nun den Unmut der
städtischen Armut zu kanalisieren, um auf politischem Weg zu Einfluss und
Macht zu gelangen. Kern seiner Gruppe "Jama'at al-Sadr al-Thani" sind die
islamischen Geistlichen aus dem klerikalen Mittelstand, die mit ihm an die
Macht wollen. Sein Ziel ist die Errichtung einer klerikalen Diktatur
ähnlich der des Irans. In den Stadtteilen, wo die al Sadr-Kräfte bereits
das Sagen haben, arbeiten sie bereits nachdrücklich an der Durchsetzung
repressiver Vorschriften, insbesondere gegen Frauen. Die unzufriedenen
Massen sind für al Sadr das willkommene Druckmittel gegen die Besatzung. Wo
er anti-imperialistische Worte findet, bleiben sie Rhetorik.
Neben Al Sadr und seiner "Al Mahdi Armee" existieren natürlich auch nach
andere Kräfte, die bewaffneten Widerstand leisten. Viele dieser Kräfte
rekrutieren sich aus den entlassenen Offizieren der Armee des
Baath-Regimes. Die meisten der bekannten Gruppen, etwa Al-Awdah oder die
"Nationale Front für die Befreiung des Iraks" gehören dem sunnitischen
Spektrum der irakischen Bevölkerung an und sind ebenso
kleinbürgerlich-nationalistisch eingestellt wie sie es unter Saddam Hussein
waren. Ein geringer Teil, der naturgemäß die meiste Medienpräsenz erhält,
stellen islamistische Gruppen wie die "Salafistische Jihad Gruppe" dar.
Diese Gruppierungen arbeiten mit Märtyreraktionen oder auch dem Köpfen
ihrer Geiseln vor laufender Kamera und orientieren sich, noch deutlicher
als Sadr, am Modell eines irakischen Gottesstaates. Antiimperialistische
Perspektiven für linke Kräfte bieten all diese Bewegungen nicht. Wie wir
schon in der Vergangenheit eingeschätzt haben, gibt es für
kleinbürgerlich-nationalistische Kräfte nicht mehr die Möglichkeit, sich an
die Sowjetunion anzulehnen, und selbst als dies noch der Fall war, machte
es das stalinistische Etappenkonzept beinahe unmöglich zu einer
internationalen Politik zu finden. Davon abgesehen sind sowohl die
IslamistInnen als auch die NationalistInnen rabiate Anti-KommunistInnen,
was letztere ja schon unter Saddam Hussein bewiesen haben. Diese
Reaktionäre würden jeder progressiven Entwicklung im Irak entgegenstehen,
wären sie erst an der Macht. Wesentliche islamistische Kräfte im Irak, auch
die mit dem Iran verbundenen (Dawa-Partei und der SCIRI), sitzen freilich
in der US-Marionettenregierung von Allawi.
Linke Schwäche
Die irakische ArbeiterInnenbewegung ist seit der fast völligen Zerschlagung
durch das Baath Regime nie mehr zu Kräften gekommen. Die vorhandenen Kräfte
sind isoliert und ohne klares Konzept. Die Irakischen Kommunistischen
Partei (IKP) hat sich als treuer Handlanger des Imperialismus profiliert
und kann trotz ihren Beteuerungen gegen die Fremdbesatzung und die
Wiedererrichtung des nationalen Souveränität nicht zu den Kräften des
irakischen Widerstandes gezählt werden. Entgegen ihrer ursprünglichen
schwankenden Haltung zwischen Imperialismus und Widerstand nahmen sie mit
der ausnahmslosen Verurteilung der bewaffneten Aktionen des irakischen
Widerstands eine klar proimperialistische Position ein. Die IKP saß seit
Juli 2003 in dem von US-Statthalter Paul Bremer nominierten Regierungsrat
und gab darin allen militärischen Offensiven der irakischen Streitkräfte
politische Rückendeckung, ob in Falludja oder gegen die Miliz al Sadrs.
Schließlich ging sie sogar soweit, ihre bewaffnete Miliz völlig in die
irakischen Streitkräfte aufzulösen. Die IKP kontrolliert die vom
Regierungsrat als einzige Repräsentanz der Arbeitenden anerkannte
Gewerkschaft.
Neben der proimperialistischen IKP gibt es im Irak noch drei wesentliche
Kräfte, die aus einer linken Tradition kommen. Die IKP (Zentralkommando)
entstand 1967 als an Mao und Che Guevara orientierte Abspaltung der IKP,
wurde in den 70er Jahren durch Repression weitgehend zerstört und in den
90er Jahren wieder aufgebaut. Sie existiert isoliert im Untergrund, von wo
aus sie den bewaffneten Widerstand zwar unterstützt, aber ihre Priorität
auf die Verankerung in Betrieben legen möchte. Im Gegensatz zur IKP (ZK)
hat sich die IKP (Kader) erst in den 80er Jahren von der IKP losgesagt, ihr
Ziel ist, ganz dem stalinistischen Volksfront-Schema verhaftet, die Bildung
einer nationalen Widerstands- und Befreiungsfront aller GegenerInnen der
Besatzung über alle Klassengrenzen hinweg. Schon im Laufe der iranischen
Revolution von 1979 hat die Volksfront der dortigen StalinistInnen mit dem
Islamismus zu einer weitgehenden Vernichtung der linken durch den
"antiimperialistischen" Bündnispartner geführt.
Zuletzt bleibt noch die Arbeiter Kommunistische Partei des Iraks (AKPI).
Sie lehnt jeden Widerstand ab, der im Sinne von Patriotismus und
Nationalismus agiert, und richtet sich in ihrer Propaganda gegen den Aufbau
eines bürgerlichen Staates. Darunter fällt für sie auch der irakische
Widerstand, noch mehr als dieser durch die Dominanz des politischen (sowohl
sunnitischen als auch schiitischen) Islams dem "islamistischen Faschismus"
zuzurechnen sei. Im Krieg zwischen dem Imperialismus und dem irakischen
Widerstand, einem Krieg zwischen zwei reaktionären Kräften, nehmen sie eine
defätistische Position ein und fordern die Schaffung einer "dritten Kraft
der Werktätigen und der Humanität". Zu diesem Zweck fokussiert die AKPI
stark auf soziale Mobilisierungen, die Organisierung von Frauen und
Arbeitslosen und die Gründung einer eigenen Gewerkschaft. Mit ihrer
defätistischen Haltung hat sich die AKPI de facto ins politische Out
manövriert, indem sie die Basis des Widerstandes völlig mit seiner
reaktionären Führung identifiziert, nimmt sie sich jede Einflussmöglichkeit
auf diese Basis. Die Massen des Widerstandes stehen durchaus nicht völlig
unter der Kontrolle ihrer reaktionären Führung. Das zeigte beispielsweise
die Tatsache, dass al Sadr, der zunächst zum Generalstreik aufgerufen
hatte, aus Angst, die Kontrolle über die Mobilisierung zu verlieren, diesen
wieder absagte und stärker auf seine Miliz setzte.
Angesichts der Schwäche bzw. der proimperialistischen oder
abstentionistischen Haltung der irakischen Linken ist es kein Wunder, dass
gerade nationalistische und islamistische Kräfte den Widerstand dominieren.
Das bedeutet jedoch nicht dass die ArbeiterInnenklasse des Irak nur aus
verhetzten SelbstmordattentäterInnen besteht. Der Klassenkampf geht auch
weiter, wenn die potentielle Führung sich in einer Krise befindet. Es ist
ein medial erzeugtes Missverständnis, dass der irakische Widerstand nur
bewaffnet passieren würde. Generalstreiks und Klassenkämpfe gegen die
Privatisierung der Erdölindustrie stehen ebenso auf der Tagesordnung wie
Fabriksbesetzungen und Forderungen nach Lohnerhöhung oder der Auszahlung
von Arbeitslosengeldern.
Perspektiven
Die USA haben ein vitales Interesse daran die Region zu kontrollieren,
nicht nur aufgrund ihrer Ressourcen, sondern vor allem auch aufgrund ihrer
geostrategischen Bedeutung. In der EU, genauer gesagt in Frankreich,
Deutschland und den mit ihnen verbundenen Staaten, gibt es sicher das
Element der Schadenfreude über die Schwierigkeiten der USA im Irak.
Außerdem sieht es die EU-Bourgeoisie ganz und gar nicht gern, wenn sich vor
allem US-amerikanische Konzerne die wesentlichen Profite der
wirtschaftlichen Durchdringung des Irak und besonders der Privatisierung
unter den Nagel reißen. Längerfristig hat aber auch das EU-Kapital ein
Interesse an der langfristigen Stabilisierung. Die EU ist deutlich stärker
als die USA von dem …l aus der Golfregion abhängig. Und wer lässt sich
schon gerne die eigenen Direktinvestitionen in einem langwierigen
Bürgerkrieg zerstören? Was der EU-Imperialismus anstrebt, ist eine stärkere
Mitsprache bei der Beherrschung und Ausbeutung des Irak.
Die Ziele der beiden wesentlichen imperialistischen Blöcke sind klar, die
Perspektiven der imperialistischen Aggression im Irak weniger. Gegenwärtig
ist eine Stabilisierung nicht in Sicht. Das heißt aber nicht, dass die USA
keine Optionen mehr hätten. Sie könnten sich zunehmend auf die Sicherung
strategisch wichtiger Gebiete im Süden und Norden des Landes, wo die
wesentlichen …lvorkommen sind, zurückziehen und den Rest, besonders die
Städte sich selbst bzw. irakischen Kollaborationstruppen überlassen.
Schließlich bliebe als Möglichkeit auch noch die Fragmentierung des Irak,
die Herauslösung eines Schiitenstaates im Süden unter der Führung des
kollaborationswilligen schiitischen Establishments und eines kurdischen
Staates im Norden. Besonders bei letzterem würden für den Imperialismus
aber vermutlich die Nachteile, nämlich die Probleme mit der Türkei,
überwiegen; bis jetzt haben die kurdischen HelferInnen der US-Besatzer
jedenfalls für ihre Dienste wenig bekommen.
Wir treten für das Selbstbestimmungsrecht der kurdischen Minderheit bis hin
zu Bildung eines eigenen Staates ein nicht nur aus der grundsätzlichen
†berlegung, dass kein Volk in einem Staat festgehalten werden soll, dem es
nicht angehören will, sondern auch weil dadurch die Frontstellung zwischen
KurdInnen und arabischen IrakerInnen abgebaut und die Widersprüche zwischen
USA und KurdInnen einerseits und USA und Türkei stärker würden.
Eine Niederlage des Imperialismus im Irak oder auch nur unabsehbare ernste
Probleme bei der Besatzung würden eine empfindliche Störung für die
imperialistischen Pläne darstellen und den Appetit der USA zu weiteren
Aggressionen ob gegen Syrien, gegen den Iran, gegen Venezuela oder gegen
Kuba mäßigen. Dem imperialistischen Herrschaftssystem würden dadurch ein
empfindlicher Schlag versetzt. Deshalb müssen AntikapitalistInnen und erst
recht MarxistInnen für die Niederlage der US-Armee und ihrer Hilfstruppen
im Irak sein. Wir sind auch gegen eine UN-"Lösung", weil das nur eine
Legitimierung der imperialistischen Besatzung bedeuten würde.
Diese grundlegende Position bedeutet, dass wir den Imperialismus als
Hauptfeind ansehen und für seine Niederlage eintreten. Der Kampf gegen die
imperialistische Besatzung, in Form von Massendemonstrationen ebenso wie in
Form von bewaffneten Aktionen, ist legitim und notwendig. Während wir
islamistischen Kampfformen (Selbstmordattentaten oder öffentlich
inszenierte Enthauptungen) wie dem Islamismus insgesamt ablehnend gegenüber
stehen, muss für MarxistInnen die organisierte Massentätigkeit der
ArbeiterInnenklasse (Streiks, Demonstrationen, Betriebsbesetzungen) die
zentrale Perspektive sein. Entscheidend wäre für uns dabei der Aufbau von
Klassenorganisationen des Proletariats, von Gewerkschaften und besonders
einer revolutionären Partei, die die Organisierung des Widerstandes gegen
die Besatzung mit dem scharfen politischen Kampf gegen die islamistischen
und arabisch-nationalistischen Reaktionäre verbinden müsste. Für eine
solche Ausrichtung müssen MarxistInnen gegenüber irakischen Linken
eintreten.
Eine Herangehensweise an die Kräfte, die sich im Irak im Widerstand
organisieren, kann und darf jedoch nicht im luftleeren Raum, nicht abseits
der konkreten Kräfteverhältnisse passieren. Irakische MarxistInnen müssten
sich, wo immer möglich, an Massenaktionen gegen die Besatzung, auch wenn
sie von Islamisten oder arabischen Nationalisten ausgerufen werden,
beteiligen, um Teile der verarmten Bevölkerung von diesen Reaktionären
wegzubrechen. Bündnisse mit den rechten Kräften des Widerstandes sind nur
dann gerechtfertigt, wenn dafür nicht auf die politische Kritik verzichtet
wird, wenn für die MarxistInnen volle Propagandafreiheit gegeben ist was
unter den gegenwärtigen Bedingungen kaum möglich ist. Die Konsequenz daraus
ist, dass eine revolutionäre Organisation im Irak eigene Milizen aufbauen
müsste, zum Kampf gegen die Besatzer, aber auch zur Verteidigung der
eigenen Organisation, von Frauen und Gewerkschaften gegen reaktionäre
Kräfte des Widerstandes.

The Republic of Ambazonia
IN THE FOLLOWING MATTER
[a] The Republic of AMBAZONIA refers to the territory once called by these
names (1) The United Nations Trust Territory of the Southern Cameroons under
United Kingdom Administration, (2) The British Southern Cameroons, (3) The
Southern Cameroons, (4) Southern Cameroons. Ambazonia's capital city is
Buea.
[b] The Republic of CAMEROON refers to the territory once called by these
names (1) The United Nations Trust Territory of French Cameroons under
France Administration, (2) La Republque du Cameroun, (3) Cameroun, (4)
Cameroon. Cameroon's capital city is Yaounde.
MOMENT OF TRUTH
1. December 16th, 1960, Buea and Yaounde signed a Treaty proposing that
if Buea votes in the UN Plebiscite for a union with Yaounde, then laws in
the following matter [see organigram below] passed by Yaounde and Buea would
be submitted for harmonization by a Federal Authority to be create in
accordance with the terms, pre-conditions and procedure spelt out in the
Plebiscite Manifesto, called THE TWO ALTERNATIVES, published in the Cameroon
gazette of January 2nd, 1961.
2. Below is the organigram for the proposed Cameroon-Ambazonia
Confederacy of Independent States [CAC] which the UN offered our people in
the plebiscite, and which we voted for

3. Ambazonia voted for this structure and thus created the first ever
legal link with Cameroon.
4. Cold War politics and Franco-Cameroon imperialism put out a
propaganda that Ambazonia voted to surrender its independence, to surrender
its sovereignty to be come part of Cameroon. But as you can see from the
organigram above, this is a bare-face lie.
5. Three days before our independence on October 1st, 1961, French
Foreign legions and troops of the Franco-Cameroon military Alliance invaded
and occupied Ambazonia. These troops are still there up till today.
6. The Ambazonian Head of State filed a case before the United Nations
Committee on Human Rights in 2002 accusing Cameroon of illegally occupying
our country and imposing Cameroonian nationality on us Ambazonians, thus
depriving us of the Rights of Self-determination and as well as of our
rights to our Ambazonian nationality. The Ambazonian Leader submitted the
Plebiscite Manifesto with the above organigram before the Committee, and the
Committee found that Ambazonians voted to retain its independence.
7. The Committee served the Cameroon government with a copy of this
case and gave Cameroon six months within which to defend itself. This six
months elapsed and the Committee gave Cameroon another six months which has
elapsed
8. Franco-Cameroon troops with elements of our own natives have
occupied our country up to this day. These are the troops responsible for
the forced disappearances and extra-judicial killing which recent reports by
UN. Amnesty International Reports says are widespread and systematic.
9. Faced with the UN Plebiscite Manifesto, which exposed the lies of
Cameroon, Cameroon has been unable to provide legal justification. Their
propaganda, however, is that Ambazonians Member of Parliament [MPs] are
participating in the Yaounde Parliament.
10. The problem facing the Ambazonia Peaceful Alternative program is how to
make Cameroon respect the rules of the laws that apply to our case, and by
that avert what could be an international crisis in this part of the world.
Here is where the help of all peace loving people of our world can weigh in
to help the people of Ambazonia implement the United Nations Resolution 1608
[xv] GAOR. The last instrument of the law which was violated by Cameroon,
the United Nations and the United Kingdom, just as the biblical rejected
corner stone, has become the first instrument that will ensure that peace
triumphs over war.
