Freitag, Dreizehnter August: Ein neuer Volksbrauch entsteht...
Mitten in die Urlaubszeit fällt der nächste Freitag, der
Dreizehnte.
Aber Urlauben ist für immer mehr Menschen ohnehin ein Luxus,
auf den sie
verzichten müssen. Die Zahl der SozialhilfeempfängerInnen
in Wien ist in
den letzten drei Jahren explodiert. Ihnen ist der Aktionstag F13
am 13.
August gewidmet. Und allen anderen sozialen Gruppen, die Missachtung
und
Ausgrenzung erfahren.
Das F 13-Netzwerk, das bereits im September und Dezember 2002, im
Juni
2003 und im Februar 2004 die mythischen "Unglückstage"
in Tage der
überraschenden Straßenaktionen verwandelt hatte, lädt
alle Personen und
Initiativen aus dem sozialen und künstlerischen Bereich ein,
am 13.
August eigene Ideen zu verwirklichen und so einen Beitrag zu leisten,
eine Art neuen urbanen "Volksbrauchs" in die Welt zu setzen.
F 13 ist mehr als ein Lobbying mit ungewöhnlichen Maßnahmen
für
Unterprivilegierte. Was den Aktionstag einzigartig macht: Erstens
werden
die von Ausgrenzung Betroffenen selber aktiv in Erscheinung treten
und
den öffentlichen Raum frech auch dort besetzen, wo sie im Alltag
unerwünscht sind; zweitens werden Künstlerinnen und Künstler,
AktivistInnen aus sozialpolitischen Initiativen und aktive Betroffene
spielerisch die Grenzen zwischen künstlerischer und sozialer
Aktion
auflösen.
Mit einem großen Augustin-Fest im Wiener Prater (Freizone)
wird der
F13-Tag ausklingen. Programm: Keba Cissokho (Senegal) & Friends,

Neumann, DJ Golda Osten, Final-Show des Gefängnistatoo-Wettbewerbs
"best
of peckerl".

Wohnungslosen-Anlaufstelle erstmals hoffnungslos überfordert
Wer immer nach dem Stand der akuten Obdachlosigkeit in Wien fragte,
durfte mit der offiziellen Sprachregelung Bekanntschaft machen:
Wer
wirklich eine Unterkunft will, der kriegt eine. Wer dennoch auf
der
Straße lebe, habe auf die Nachfrage verzichtet. Der Augustin
berichtet
in seiner August-Ausgabe, dass dies nicht mehr der Realität
entspricht.
Im Juli sei es zu einem Debakel der Wiener Wohnungslosenhilfe gekommen.
Die zentrale Wiener Armenbettenvermittlungsstelle (Wien 2,
Pazmanitengasse 7, eine Einrichtung der Caritas im Auftrag der Gemeinde
Wien), erste Anlaufstelle für alle Unterkunftsuchende, muss
seit Anfang
Juli Leute, die vorsprechen, auf die Straße schicken. Das
sei eine nie
dagewesene Situation.
Norbert Partl, Leiter der Wohnungslosenhilfe der Caritas Wien, zum
Augustin: "Die Situation ist seit längerem angespannt
- und jetzt ganz
ausgereizt. Die Caritas befindet sich in heftigen Gesprächen
mit der
Stadt. Thema: zusätzliche Plätze. Die von allen in der
Wohnungslosenhilfe beschäftigten Menschen erwartete Sommerentspannung
ist heuer nicht eingetreten. Dafür gibt es zwei Gründe.
Erstens ist die
Zahl der Obdachlosen sehr gestiegen, die Bettenzahl ist jedoch stabil
geblieben. Zweitens ist die Qualität des Angebots für
Wohnungslose
gestiegen (z.B. mit dem Ersatz der Meldemannstraße durch das
Obdachlosenheim Siemensstraße), sodass die Betroffenen jetzt
gern auch
im Sommer in den Quartieren bleiben, anstatt auf die Donauinsel
zu
wechseln. Damit hat aber die Stadtverwaltung ja rechnen müssen,
sie hat
doch wohl angestrebt, dass das modernisierte Angebot von den Betroffenen
angenommen werde."
Die Schließung des Kellernotquartiers im "Haus Hernals",
eines im Besitz
der Stadt befindlichen Obdachlosenheimes, hat die Situation zusätzlich
verschärft. Das Kontrollamt der Gemeinde Wien hatte im Frühjahr
zurecht
die unzumutbaren hygienischen Bedingungen dieses Notlagers beanstandet.
Im Winter, vor der Kellersperre, konnten im Haus Hernals bis zu
40
Notbetten angeboten werden. In Hinkunft sollen es nur noch sechs
sein.
100 zusätzliche Notbetten würden die Krise der Akutversorgung
spürbar
entschärfen. Für eine der reichsten Städte der Welt
wäre das keine
finanzielle Überforderung. Die Angebotserweiterung müsste
nur politisch
gewollt sein, meint der Augustin.

Liebe Leute,
2005 wird die Regierung versuchen, uns in einer gigantische Welle
österreichischen Nationalismuses zu ersäufen. Nun geht
es darum, möglichst
rechtzeitig die Wellenmachmaschine des Wellnessparks Österreichs
zu
sabotieren, sodaß sich auf der stillen Wasseroberfläche
des
Nationalschwimmbades andere Geschichten spiegeln...
oder so ähnlich.
Gestern im Depot haben sich jedenfalls einige Leute (von public
netbase,
depot, kulturrisse, büro für ungewöhnliche massnahmen,
malmoe, u.v.a.m)
getroffen, um sich darüber Gedanken zu machen. Was kann man
tun? Wie
agieren, dass man nicht wider Willen dem rechten einen linken Nationalsimus
entgegenstellt?Gemeinsame Kampgane? Aktionen?

Präventivoffensive Gegenjubiläum 2005
60 Jahre Befreiung, 50 Jahre Staatsvertrag und 10 Jahre EU-Mitgliedschaft:
das ist das Programm des Jubiläumsjahrs 2005. Die relativierende
Ballung der
Jubiläen unter dem vom Bundeskanzler beauftragten Ex-Presse-Kulturchef
Hans
Haider als Koordinator lässt vermuten, dass es sich um ein
konzertiertes
revisionistisches Unternehmen handelt. Eine Verschärfung der
Verzerrung der
österreichischen Nachkriegsgeschichte steht zu befürchten:
ein neuerlicher
und noch radikalerer Schub an Chauvinismus, österreichischem
Opfermythos und
diversen Nationalismen. Wird jetzt die Tatsache der Befreiung der
Opfer des
Nationalsozialismus durch Alliierte und PartisanInnen und ihre Würdigung
zusehends ersetzt mit der ebenso falschen wie scheinheilig-selbstmitleidigen
Behauptung, Österreich als ganzes wäre als Opfer des Nationalsozialismus
oder gar erst 1955 befreit worden?
Das 70jährige Jubiläum des Februar 1934 hat anstelle einer
Verdichtung der
Debatten über den Austrofaschismus und seine Kontinuitäten,
anstelle einer
Kritik der Aktualisierung austrofaschistischer Komponenten im Österreich
des
Jahres 2004, eine weitere verheerende Verschiebung des Diskurses
nach rechts
gebracht (vgl. die Berichterstattung in Standard, Presse, ORF, etc.).
Wir
interpretieren diese Verschiebung als diskursiven Effekt der zwei
Perioden
der schwarzblauen Regierung, die in den letzten vier Jahren eine
weitgehende
Verschränkung von neoliberalen und autoritär-nationalistischen
Tendenzen in
Gang gebracht hat.
Aus der Erfahrung, dass Reaktionen auf derartige Geschichtsklitterungen
nur
Wasser auf deren Mühlen bedeuten, meinen wir, dass es notwendig
ist,
rechtzeitig eigene Projekte zu entwickeln, die ein anderes Jubilieren
möglich machen. Wir fordern daher alle Individuen, Initiativen
und
Institutionen auf, ihre Jahresplanung 2005 danach einzurichten und
Projekte
zu realisieren, die gleichzeitig präventiv und offensiv gegenjubilarische
Schritte setzen.
Etwa zu den Fragen:
Wie wird der österreichische Opfermythos zugunsten reaktionärer
Geschichtsschreibung aktualisiert?
Wie wirkt er fort in Debatten um Temelin, Benes- und Avnojdekrete?
Wer wurde 1945 befreit? Etwa die TäterInnen von sich selbst?
Oder sollte nicht anstatt dessen die Niederlage des Faschismus gefeiert
werden?
Wer hat die FaschistInnen besiegt?
Welche Ausblendungen produziert das Bild der "4 im Jeep"?
Wo bleiben PartisanInnen, Resistance, jüdische Brigaden, schwarze
Befreier,
etc.?
Wie unvollendet ist die Entnazifizierung?
Welche Identitätskonstruktionen und identitäre Zuschreibungen,
welche
Ausschlüsse werden durch die Jubiläumsfeiern zu Staatsvertag
und
EU-Mitgliedschaft in Gang gesetzt?
Was sind die rassistischen/antisemitischen Implikationen von Konzepten
nationaler (Österreich) und supranationaler (EU) Identitätsbildung?
Welche Kontinuitäten durchziehen die Diskurse vom "Vaterlandsverrat"
bis zur
"European citizenship" und der "Festung Europa"?
Was ist gegen die radikale Verlumpung der Geschichtspolitik (bis
hin zur
Evidenz rechtsextremer Revisionisten als EU-Abgeordneter) zu unternehmen?
Brauchen wir Debatten über den Staatsvertrag und die EU-Verfassung
oder
nicht eher solche über die Staatsauflösung (Stichwort:
decontraction)?
Oder wird diese Auflösung schon von der neoliberalen Praxis
der
Deregulierung sozialstaatlicher Systeme übernommen? ...
Ziel der Plattform ist eine breite Palette von politischen und kulturellen
Veranstaltungen und Publikationen, die im Jahr 2005 die vielfältigen
Themen
der verschiedenen Jubiläen aus verschiedenen emanzipatorischen
Blickwinkeln
thematisieren. Die Plattform steht allen Interessierten offen, versteht
sich
jedoch nicht als zentrale Koordination solcher Veranstaltungen,
sondern als
Impulsgeberin und Anstoß zur Versammlung.Plattformtreffen

am 15. Mai im Zentrum - Fülle von Ausstellungen - Gala in der
StaatsoperWien (APA) - 2005 wird gefeiert. Denn das Jahr birgt "eine
beeindruckende Anzahl an Daten", wie Kunststaatssekretär
Franz Morak (V)
heute, Mittwoch, bei einer Pressekonferenz in Wien referierte: "85
Jahre
Österreichische Verfassung, 80 Jahre Radio, 60 Jahre Zweite
Republik, 50
Jahre Staatsvertrag, 50 Jahre UNO-Beitritt, 50 Jahre Fernsehen,
50 Jahre
Bundesheer, 50 Jahre Wieder-Eröffnung der Staatsoper und zehn
Jahre
EU-Mitgliedschaft. Das ist der Anforderungskatalog." Wie man
dem gerecht
werden möchte, darüber gab der Staatssekretär gemeinsam
mit Mitgliedern
des "Planungsbüro 2005" einen ersten Überblick.
Diesen "einmaligen Anlass" will man nutzen, um in einem
"breiten Bogen
von Veranstaltungen quer über das ganze Jahr" (Morak)
einen umfassenden
Blick auf die Republiksgeschichte zu werfen, zu reflektieren und
zu
feiern. Die offiziellen Feierlichkeiten werden vermutlich in der
zweiten
Jännerwoche mit einem Festakt im Parlament gestartet. Am 15.
Mai wird
exakt 50 Jahre nach Unterzeichnung des Staatsvertrages im Belvedere
ein
Festakt abgehalten, zu dem die Außenminister der vier Signatarmächte
erwartet werden. Im Belvedere findet ab Mitte April unter der
wissenschaftlichen Leitung von Manfried Rauchensteiner, Direktor
des
Heeresgeschichtlichen Museums, auch die Großausstellung "Das
neue
Österreich" (Arbeitstitel) statt.
Diese Schau, die das "Schloß Belvedere als historischen
Ort" und den
"Staatsvertrag als Scharnier bis zur Gegenwart" (so Hans
Haider vom
Planungsbüro 2005) zeigen wird, ist die einzige Veranstaltung,
für die
es ein Sonderbudget geben wird: Angestrebt ist bei der Finanzierung
eine
Drittelparität zwischen Bund, Gemeinde und dem Personenkomitee
rund um
Hannes Androsch, dem Morak ausdrücklich dankte. Als Obergrenze
für den
Bundes-Anteil gab der Staatssekretär zwei Millionen Euro an.
Die übrigen Ausstellungen und Veranstaltungen finden zwar in
Absprache
oder auf Anregung des Planungsbüros statt, liegen aber jedenfalls
in der
Budgetverantwortung der einzelnen Institutionen. So wird in der
Albertina etwa eine Schau zu Oskar Kokoschkas Spätwerk vorbereitet.
Im
Technischen Museum gibt es gleich drei Ausstellungsprojekte ("Der
österreichische Sprung in die Normalität", "80
Jahre Radio" sowie die
virtuelle Schau "staatsvertrag.at"), ebenso im Heeresgeschichtlichen
Museum ("50 Jahre Bundesheer", "Phoenix aus der Asche"
sowie
"Kriegsweihnacht" von Max Weiler). Dokumente werden im
Prunksaal der
Österreichischen Nationalbibliothek ("Die junge Republik")
und im
Österreichischen Staatsarchiv zu sehen sein.
Die Staatsoper plant für den 18. Mai das "War Requiem"
von Benjamin
Britten und für die Feier der Wiedereröffnung am 5. November
ein
weltweit im TV übertragenes Galakonzert mit den Dirigenten
Zubin Mehta,
Seiji Ozawa, Christian Thielemann und Franz Welser-Möst. Das
Burgtheater
plant einen Festakt und einen Europäischen Theaterabend mit
Gast-Schauspielern, in der Spanischen Hofreitschule gibt es eine
Gala
zum Nationalfeiertag, außerdem gehen die weißen Pferde
auf
Bundesländer-Tournee.
Im wissenschaftlichen Bereich richtet die Akademie der Wissenschaften
ein Internationales Staatsvertrags-Symposion aus, im Bildungsbereich
gibt es u.a. ein oral history-Projekt. Günther Nenning bereitet
eine
5.000 Seiten starke "Österreich-Anthologie" vor.
Und das wird noch lange
nicht alles sein. "Das ist nur der Planungsstand von heute",
meinte
Morak, "es ist ein work in progress, und die Planungen gehen
ständig

begangen,

Staatsvertrag herausragen. Das im Bundeskanzleramt eingerichtete
"Planungsbüro 2005" sammelt und koordiniert die Aktivitäten
und gab
heute, Mittwoch, einen erste Vorschau auf das Programm 2005, die
jedoch

Auch am Donnerstag (29.7.) gibt es zusätzlich zur wöchentlichen
Mahnwache
gegen Schwarzblau in Österreich und Blaurot in Kärnten
vor dem Kanzleramt
wieder einen Speakerscorner, diesmal mit einem Referat zu neueren
Entwicklungen in der IT-Gesetzgebung in Österreich und der
EU. Treffpunkt
ist um 19Uhr45 Ecke Ballhausplatz/Heldenplatz, Beginn 20Uhr. Und
danach sind
wieder alle Teilnehmerinnen im Stammlokal in der Neustiftgasse willkommen!
Am 25.7.1934 wurde der schwarze Diktator und Arbeitermörder
Dollfuss von
Nazis im Rahmen eines gescheiterten Putschversuchs erschossen. Die
ÖVP
verehrt ihn seither als eine Art Helden. Verbrecher, die von anderen
Verbrechern erschossen werden, sind erschossene Verbrecher, keine
Helden.
Zum 70. Jahrestag der Erschießung von Dollfuss gibt es einige
Gedenktermine
von ÖVP-Seite und entsprechende Gegentermine:
Sonntag (25.7.), 17Uhr45, Michaelerplatz, 1010 Wien: Lesung in Gedenken
an
die Opfer des Diktators Dollfuss anlässlich einer Gedenkmesse
des ÖVP-nahen
Vogelsang-Instituts für Dollfuss in der Michaelerkirche. Der
Widerstandskämper Hugo Pepper liest aus dem Briefwechsel zwischen
Mussolini
und Dollfuss. - organisiert von der SJ.
Montag (26.7.), ab 7Uhr45, Ballhausplatz: Kundgebung gegen eine
Gedenkveranstaltung der ÖVP für Dollfuss, die ab 8Uhr
im Bundeskanzleramt
abgehalten werden soll. Die Gegenkundgebung ist von 7Uhr45-12Uhr
angemeldet.

A conspiracy of silence on Darfur ... in Beirut

It was a fine idea - to issue Amnesty International's latest report
on
Darfur, "Rape as a Weapon of War," not in London but in
the Middle East and
Africa. In Africa, because Sudan is part of Africa; in the Middle
East, in
Amnesty's own words, "because northern Sudan is part of the
Arab-Islamic
world, and the government and government-supported militias which
are
committing horrific human rights violations in Darfur have benefited
from
the support or silence of Middle Eastern countries."
If there was any doubt about that support or silence, it was dispelled
at
the issue of the report at the Press Syndicate building in Beirut
this week.
The opportunity to engage in a debate about the monstrous goings-on
in
Darfur was lost as Khartoum's ambassador in Lebanon was allowed
to hijack
the presentation of the report and turn it into a platform for Sudan's
lies
and propaganda.
Ethnic cleansing by government forces in Darfur? An invention of
the people
who brought you Abu Ghraib and who lied about Saddam Hussein's weapons
of
mass destruction! (Loud applause.) A conspiracy against the Arabs!
(Louder
applause.) Rape? What nonsense! Not more than two cases, the ambassador
declared - apparently unaware that, under the relentless accumulation
of
facts, his own government had been compelled to set up committees
to
investigate accusations of rape in Darfur and help victims through
criminal
cases.
I recognized few of the faces from the media at the news conference.
Where
were the grandees of Lebanese journalism, the editorial writers
who are
respected not only in their own country, but also across the Arab
world?
Here was a report - researched mainly by Arabs - about a human rights
catastrophe that has left 1.5 million Sudanese Muslims homeless
and that may
kill 300,000 people by year's end. A catastrophe, it has been said,
that
will probably go down as one of the greatest crimes of our lifetimes.

in slow motion.
Where were they all? And who was responsible for throwing neutrality
in the
dustbin by permitting the Sudanese ambassador to speak to his heart's
content (and beyond) from a preferential seat on the podium, from
where he
questioned the integrity of Amnesty International, heaped scorn
on human
rights concerns and brazenly asserted that he would offer a visa
to Sudan -
but only to an "Arab" researcher "under my supervision."
(Ecstatic
applause.)
After the ambassador, it was the turn of a gaggle of well-upholstered
ladies
in the front row of the audience, all past the age of traveling
to war zones
and who apparently represented Lebanese non-governmental organizations,
or
NGOs. Forget the "N," these were GO ladies. They clapped,
they cheered, they
smiled. They just loved the ambassador. What they didn't do was
ask
questions or show any interest in what was happening in Darfur.
They knew,
you see: It's an American plot, a pure invention by the occupiers
of Iraq.
But where was America in all this? The report was Amnesty International's
and Abu Ghraib is a continent away from Darfur.
There's rape in every society, one GO lady declared. But not on
this scale,
madam, and not by men wearing the uniforms of their country. Trust
me, I've
been there; you haven't. Why, she asked, was Amnesty International
interested only in Sudan? It's not, of course: The report is part
of a
wide-ranging Amnesty campaign called "Stop Violence Against
Women." But
these women neither knew nor cared. This was "Arabism"
at is most ignorant,
its most ugly, its most cruel; blind, uncaring and bigoted.
There were no questions for the representative from Amnesty. Not
one. No
debate. Just grandstanding and tub-thumping. A few young journalists
tried
to protest this travesty of a gathering but made no headway. The
"press
conference" was declared over.
What happened in Beirut this week was a microcosm of what has happened
- or,
more correctly, has not happened - in the Arab world since the war
in Darfur
escalated early last year, as non-Arab tribes took up arms against
government-supported militias and the government responded by cracking
down,
bloodily, on civilians. Until very recently, only a few Arab voices,
most of
them in the beleaguered human rights community, have warned against
the
crimes against humanity being perpetrated in Darfur by the Sudanese
government and its proxy Janjaweed militiaman. But these scattered
voices
have had little influence in a region where the media is still tightly
controlled; where many of the most independent-minded intellectuals
are
silenced by the political police and, increasingly, by radical Islamists;
and where most ordinary citizens are blinkered by poverty, prejudice
and
injustice.
It is not that the Arab regimes do not know the truth - or some
of the truth
- of what is happening in Darfur. Earlier this year, the Arab League
issued
a statement, the first of its kind in its 59-year history, acknowledging
"gross human rights violations" committed in a member
state - Sudan. (The
statement was quietly forgotten under pressure from Khartoum.) In
May, amid
considerable international pressure, the Arab League sent a fact-finding
mission to Darfur. Reliable sources in Cairo say the report prepared
by the
mission was very critical, but because of "strong opposition"
from the
government of Sudan it was not made public.
The Arab silence on Darfur is reminiscent of the silence that followed
the
gassing of thousands of Iraqi Kurds by the former regime of Saddam
Hussein.
Arab states have turned their eyes away while an Arab government
working
with Arab proxy forces has created what relief officials call the
greatest
humanitarian disaster in the world today. Their silence is all the
more
shocking because the victims of this disaster, although not of the
same
ethnic origin as their oppressors, are, like them, of the Muslim
faith.
In northwestern Afghanistan last month, the Taleban killed five
aid workers
from the international relief organization Medecins Sans Frontieres,
because, it said, they "were working for the policy of America."
In Beirut
this week, the Sudanese ambassador used virtually the same logic
to dismiss
Amnesty International's report, supported by the applause of some
and the
silence of others in the audience. It was false. It was dangerous.
And, to
those of us who have seen the human tragedy that is Darfur, it was
terribly,

Suicide Tragedy in Dungavel Removal Centre
The tragedy happened yesterday evening, a detainee believed to be
a
Chinese national, took his own life. The asylum seeker had been
brought to
Dungavel Removal Centre, from Harmondsworth Removal Centre. After
Harmondsworth was closed because of rioting by detainees, over the
death of
another asylum seeker on Monday night
The Glasgow Campaign to Welcome Refugees is horrified, but unsurprised,
by the terrible news that a young male asylum seeker incarcerated
in the
Dungavel detention centre has committed suicide.
We are horrified that someone seeking asylum in this country has
been
driven to take his own life. We are unsurprised because the draconian
nature
of David Blunkett's policies on detention and deportation of asylum
seekers
makes suicides all but inevitable.
There have been attempted suicides in Dungavel in the past, as there
have
been at other UK detention centres. The simple question that Blunkett
must
answer is: why are asylum seekers who are facing deportation taking
their
own lives if not through genuine fear of persecution, torture or
murder in
their countries of origin?
This tragic death exposes two key elements of the Labour government's
asylum policy. Detention of people who have committed no crime is
shown as
not only immoral, but also fatal. The government's contention that
it only
deports people to safe countries is thrown into crisis.
In the past, the Home Office has been forced, by public and
international pressure, to suspend deportations to Zimbabwe of members
of
the opposition Movement for Democratic Change.
People have been deported to the Democratic Republic of Congo and
Afghanistan while the countries were still war zones.
The government are still trying to deport people to Sudan, which
now
has the worst humantarian crisis the world has seen for a decade.
This suicide, once again, points to the moral bankruptcy of Blunkett's
deportations.
The Home Secretary spends his time trying to placate the right-wing
press' insatiable appetite for ever tougher' measures against asylum
seekers, instead of prioritizing the needs of those fleeing persecution.
He
has blood on his hands, and he should resign.Glasgow Campaign To

Positive Action in Housing - Statement in response to suicide of
Chinese
asylum seeker inside Dungavel Removal Centre:
In response to the suicide of a Chinese asylum seeker inside Dungavel
Detention Centre, Robina Qureshi, Director of Positive Action in
Housing, an
antiracist charity, said:
"It is a tragedy that this young man killed himself. He is
only one of
many who have considered suicide as an alternative to being incarcerated
like a criminal or facing deportation back to the country they fled
on human
rights grounds. Furthermore, this man is from China, Dungavel is
a removal
centre, yet China will not accept asylum seekers. So what was he
doing in
Dungavel?
"Dungavel is not a big place, individuals and families mix
with each
other, canteens are shared, word gets round. This suicide is part
and parcel
of the Dungavel culture, a culture of fear, suicide attempts, self
harm and
psychological depression, alongside the prison regime and a pretend
veneer
that 'everything is fine'. "Suicide risk", "self
harm" and "solitary
confinement" are words that are normal currency for the incarceration
regime
at Dungavel. But no one wants to talk about that or the effect it's
having
on children and their families. For them Dungavel is a hellhole.
"It is the wrong environment for children to be exposed to
and only time
will tell the psychological damage that is being done to whole families.
Is
this the kind of education children are being exposed to, knowing
that one
of their neighbours has just killed himself? That if you want your
freedom
then suicide might be your only alternative to going back to your
country
and facing persecution or even death? Children are always intelligent
enough
to ask their parents why. Perhaps the Scottish Executive should
follow suit
and now speak.
"There are many many people inside there who are in a downward
mental
spiral with thoughts of suicide in their heads as the only alternative
to
being sent back. They are quite bewildered at being locked up like
criminals
yet their only crime is to claim refuge from persecution. We know
that there
are some suicide watch rooms inside Dungavel, but this is not enough
for the
numbers of refugees at suicide risk and perhaps if they are going
to expand
Dungavel the Home Office should be asked about plans to increase
the number
of suicide watch rooms inside Dungavel.
"Blunkett said he was "entirely satisfied" last month
with Dungavel when
he visited for two hours for tea and biscuits.
It's time for the p.r. to stop and the inhumane regime to be exposed.
Dungavel is a human rights travesty and should be closed down. The
complicity of the Scottish Executive is shameful and must stop before
any
more human lives are lost.
"The tone of Blunkett's asylum policy has always been the "get
tough
stance" , that if refugees are genuine then they will put up
with his
psychological torture test, what ever is thrown at them. When you
leave your
family, friends, home and country it is not a decision that is taken
lightly. Blunkett seems to forget this. There is no deluge of asylum
seekers
into Britain, as is obvious from the numbers of asylum homes that
currently
lie empty. Scotland in fact has a depopulation crisis yet Blunkett's
torture
test is helping to make Scotland internationally known as a place
where
innocent refugees get locked up and even contemplate suicide and
self harm
as the only way out. This is the wrong sort of p.r. "
"It is time to expose the Dungavel sham and ask David Blunkett
to
answer the following questions:
1. How many children are detained at Dungavel right now?
2. How many people are receiving medication for mental health problems
at Dungavel?
3. How many children are suffering mental health problems?
4. What sort of psychiatric and mental health support is provided?
5. How many suicide watch rooms are in Dungavel?
6. How many people are classified as 'self harm'?
7. How many are classified as 'suicide risk'?
8. How many are being held in solitary confinement?"

Jefferson County has spent hundreds of thousands of dollars to
prosecute
killer Walter Bell Jr., and expended countless hours of work.
He's had three trials in Beaumont, been found guilty three times
in the
1974 deaths of Ferd and Irene Chisum in their Port Arthur home,
and
three times has been sentenced to die.
Now that money and effort might all be for naught.
Criminal District Court Judge Charles Carver on Friday recommended
that
the Court of Criminal Appeals commute Bell's sentence to life in
prison
because he is mentally retarded.
"I think this is the beginning of the end of the death penalty,"
Jefferson County District Attorney Tom Maness said Friday.
If Texas juries had the option to sentence killers to life without
the
possibility of parole, and capital punishment were abolished, protest
from the state's prosecutors would be little more than a grumble,
he
predicted.
It's expensive, it's time-consuming and it's stressful to seek the
death
penalty, Maness said.
"It's so difficult," he said. "It gets more difficult
all the time."
Beaumont-based attorney Hal Laine defended Bell in his 1982 trial
in the
murder of Ferd Chisum.
The death penalty is too random, he said. Similar crimes committed
in
different counties with different juries can have totally different
outcomes.
"There are many, many murderers who do not face the possibility
of a
death sentence," he said.
That possibility is a source of anxiety for attorneys on both sides,
Laine said.
"There are mistakes made. Mistakes do happen," Laine said.
"Once the
death comes, you can't correct that."
In the 36 states where juries can choose the death penalty or life
without parole, they choose life at a ratio of 3-to-1, said Rick
Halperin, a death penalty opponent and Southern Methodist University
history professor.
"It's clear that juries are not in love with death sentencing,"
he said.

Background
June's Court of Appeals ruling striking down New York's death-penalty
statute represents a major breakthrough in abolitionist efforts
in our
state. This is indeed wonderful news! New York has no death penalty...
at least for the time being.
What to Expect
Notwithstanding their inability to work together on almost anything
else,
each of the three most powerful figures in Albany - Governor George
Pataki,
Assembly Speaker Sheldon Silver, and Senate Majority Leader Joseph
Bruno -
has indicated his willingness to fix the problem via new legislation.
The
legislature is due to reconvene on August 2. Fixing the deadlock
provision
would be fairly simple to achieve legally and legislatively.
July 22: Latest Action Request:
Keep calling, emailing and faxing. It's working.
Since we've mobilized enough Assembly Democrats to take a forceful
stand
against reinstating the death penalty we have gained a little time-
perhaps
a week. We need to express our views to Governor Pataki, Senator
Bruno and
Assembly Speaker Sheldon Silver. We need to contact all legislators,
including those in the State Senate, Democrat, Republican, Conservative,
and Right to Life. You can call your legislators again. We need
to act now.
Our message is: "NY's death penalty is wasteful, unconstitutional,
and
unjust. It is not a deterrent. I don't want you to fix it - get
rid of it!"
For contact with fence sitters or death penalty supporters here
are a few
ideas:
The death penalty system is broken- a quick fix makes no sense.
We could
waste another 170 million dollars and find that the law still doesn't
work.
Since the death penalty was reinstated in 1995, the homicide rate
has risen
significantly in Rochester, where the death
penalty often has been sought, and fallen dramatically in Manhattan,
where
a death sentence never has been sought. Nationally, over 113 people
on
death row have been found to be innocent. In New York, many more
people
were found to be innocent of the serious crimes for which they were
convicted. We, in New York State, do not want to risk the execution
of an
innocent person.

Dateline at 8pm (Eastern Standard Time).
It is unprecedented for a film like DEADLINE to be able to reach
such a
large, diverse audience. It is important for viewers to tune in
to show
the network just how hungry the American public is for media that
forces
us to question and to think.
We are asking people across the country to host a Viewing Party
the
night of the broadcast (July 30th at 8pm EST) for their friends,
family
and community members. These Viewing Parties can be a powerful way
to
spread the word and promote national discussions of America's criminal
justice system and the death penalty.
Hosting a DEADLINE Viewing Party is easy. You will:
1. fill out the information below and email it to

* How To Throw A Viewing Party" Guide and a Deadline Discussion
Guide;
2. invite people to watch the broadcast with you on Friday, July
30th
(it could be 2 or 200 or any sized group in between);
3. Tune your TV to NBC on Friday, July 30th from 8-10 pm EST;
4. WATCH and discuss; and
5. Fill a quick post-meeting report after the Party.
We are hoping to demonstrate to NBC that broadcasts such as this
make a
positive difference in the world. We'll gladly send you a National
Screening
Party Report after the broadcast.

Pennsylvania Abolitionists United Against the Death Penalty are
taking
innovative action and seek your help. Kurt Rosenberg writes:
Dear Friends,
We are writing to tell you about a series of important events taking
place
in Europe this fall as part of the ongoing struggle against the
death
penalty, and to ask for your participation.
In October, Pennsylvania Abolitionists United Against the Death
Penalty
will be organizing a speaking tour featuring three former death
row
prisoners who were innocent of the crimes for which they were
convicted. Nick Yarris, William Nieves and Ray Krone spent a combined
total of more than 30 years on death row for murders that they did
not
commit. All three men, who live in Pennsylvania, were exonerated
in the
past four years. All three have traveled extensively in the United
States
and Europe, telling their dramatic stories to audiences and educating
people about the severe flaws in the American criminal justice system.
All
three have been interviewed extensively by local, national and
international media. All of them are considered outstanding public
speakers.
We want to invite you to consider organizing one or more speaking
events in
your city. We are currently in the early stages of the planning
process
and we welcome inquiries about bringing the tour to your city. Our
goal is
to spend two weeks in late October traveling throughout Europe,
reaching as
many audiences as possible - at universities, high schools and in
any
public setting that is available. Ideally, we would like to spend
a day in
each city that we will be visiting.
Over the next few months, we will be working closely with individuals
and
groups in Europe to help them organize these events. If you or your
group
is interested in bringing these compelling speakers to your city
to share
their moving stories about how they survived death row, please contact
us
as soon as possible. We believe this is a tremendous opportunity
to
educate people in your country about the realities of the death
penalty and
to encourage them to become involved in efforts to abolish it.
